EXCLUSIVE: ‘We Will Codify’ Trump’s Actions, House Republican Leader Promises

Moments after President Donald Trump delivered his joint address to Congress Tuesday, the chairman of the largest conservative caucus in Congress responded in a video statement, promising to cement Trump’s executive actions in law.

Republican Study Committee Chairman August Pfluger called Trump’s speech “one of the most consequential addresses to Congress in the last two decades.”

“The president laid out a clear vision for America’s future, one that the Republican Study Committee is proud to fully stand behind,” Pfluger said.

The Texas Republican said that the Study Committee “stands in complete lockstep with this administration” and “will codify the president’s executive actions into permanent law, setting in stone the Trump legacy.”

“We are the legislative arm of the America First agenda in the House,” Pfluger said, adding that they will have “more to announce on this soon.”

With 180 members, the Republican Study Committee is an influential force in Republican policymaking. House Speaker Mike Johnson previously served as chairman, as did Senator Jim Banks of Indiana.

“Our members represent the heart of this great nation, and they will stop at nothing to deliver the America First agenda that the American people voted for,” Pfluger said in his response. “As President Trump said tonight, America is back, and we’re just getting started. The new golden age isn’t just a slogan. It’s a promise to you.”

Pfluger especially praised Trump’s military reforms. Pfluger is an Air Force lieutenant colonel and a former combat pilot who served active duty for 20 years, including a deployment to Iraq.

“My years flying combat missions taught me a fundamental truth: America’s military might is only as powerful as the commander-in-chief’s willingness to use it,” Pfluger said.

“President Trump’s unwavering resolve to defend our nation’s interests is restoring respect for American power. His doctrine of peace through strength isn’t just rhetoric. It’s deterring our adversaries and restoring stability around the world. With President Trump back in the White House alongside Secretary of Defense Hegseth, America is rebuilding its military and restoring our warrior ethos, and with this, we are reestablishing American deterrence on the world stage.”

Pfluger said the Biden administration “viewed our military through the lens of social experimentation” but the new administration understands the Defense Department has “one primary mission, to produce the most lethal fighting force on earth.”

“We’re already seeing a renewed focus on combat training, eliminating wasteful programs and stripping away ideological distractions. The world is quickly remembering what our adversaries had forgotten — when America leads with strength, peace prevails,” Pfluger said.

Trump has scored other “historic wins for the American people” in his first month as well, the congressman said.

Border crossings have dropped to lows not seen in many years, Pfluger pointed out.

“This is not an accident. This is a direct result of having leadership back in the White House. The invasion is coming to an end. Our border is secure. We are protecting our communities,” he said.

On energy, Trump rescinded “every one of the previous administration’s job-killing, pro-China energy regulations” including reopening 625 million acres for offshore drilling, ending the liquefied natural gas pause, approving a new liquefied natural gas project, and reversing energy restrictions on Alaska, Pfluger said.

“This isn’t just about energy independence. It’s about American energy dominance,” the congressman said.

Pfluger also praised Trump for issuing an executive order on gender ideology, including banning federal funding for schools that allow trans-identifying males in girls’ sports.

“He protected my daughters’ future and the future of every young woman with athletic dreams,” said Pfluger, who has three young daughters.
